A Certificate of No Criminal Record, also referred to as a Police Certificate/Check/Clearance in other countries, is often required by foreigners who have resided in China for various purposes such as immigration, employment, and more in other countries.
It's important to note that a Certificate of No Criminal Record cannot typically be used directly abroad unless it has been notarized. In certain cases, it may also require authentication by the embassy or consulate of the destination country in China.
To apply for a Certificate of No Criminal Record in China, there is no centralized authority responsible for issuing certificates that cover the entire country for foreigners. Instead, the certificate is typically issued for a specific time period and province/city. This means that if a foreigner has lived in multiple provinces/cities, they may need to apply for a certificate in each respective province/city.
The authority responsible for issuing Certificates of No Criminal Record for foreigners may differ in each city, with common issuers being public security agencies or notary offices.
1.Public security agencies:
Municipal Level: In cities such as Guangzhou, Shenyang, Guilin, Xi'an, Changchun, etc., the Entry and Exit Administration at the municipal level issues the certificate.
District Level: In cities like Beijing, Chongqing, Tianjin, Dalian, etc., the Entry and Exit Administration at the district level handles the issuance.
Police Station: Some cities, including Suzhou, Hangzhou, Dongguan, Qingdao, and all cities in Fujian Province, have the police station in the jurisdiction of the applicant issuing the record.
2.Notary office:
In certain places like Chengdu, it may be possible to indirectly apply for a Certificate of No Criminal Record through a notary office.
3.Documents needed:
The required documents may vary depending on the city, but some common documents needed for the application include:
1. Passport, including the page with the Chinese Entry-Exit Stamp and the page with the Residence Permit.
2. Temporary Accommodation Registration Form.
3. Letter of recommendation from the employer/school.
4. Work permit (if the applicant is employed in China).
5. Power of attorney, if the applicant needs to authorize someone to apply on their behalf.
