苏丹示威集会持续 军方称“并非政变”
近期苏丹局势突变，军方与过渡政府文官之间矛盾加剧，首都喀土穆街头陷入混乱。截至27日凌晨，喀土穆街头仍部署大量军警，网络仍处于被切断状态。
26日晚间，遭到军方扣押的过渡政府总理哈姆杜克与夫人已返回家中，但苏丹过渡政府总理办公室称，其他官员仍被拘禁在未知地点。
同天，苏丹武装部队总司令阿卜杜勒·法塔赫·布尔汉在新闻发布会上否认实施“政变”，称有关行动是为了“纠正过渡进程”。目前实施的紧急状态并不意味着限制自由，互联网和通信服务将逐渐恢复。
布尔汉承诺，将组建新政府领导苏丹政治过渡进程，相关机构一旦成立，国家紧急状态将被取消。新一届文职政府将不涉及任何政党，同时军队将“远离政治”。
The relationship between Sudanese pro-democracy groups and the country’s military generals has deteriorated in recent weeks.
On Monday, Sudanese Prime Minister Abdalla Hamdok, members of the Transitional Sovereignty Council's civilian component and several ministers were arrested by joint military forces.
Sudan's ruling military council head Abdel Fattah al-Burhan later announced a state of emergency across the country and the dissolution of the transitional sovereign council and the government.
Speaking at a news conference on Tuesday, the top general defended the army's move, saying he ousted the government of Hamdok to avoid a civil war.
示威集会仍在持续

Protesters continued to march in the streets of Khartoum, Sudan on Tuesday, opposing the military takeover of the civilian government. On Monday, seven protesters were killed and 140 were hurt after clashes with authorities. See the latest.
In recent weeks, the tribes have blocked roads and forced Red Sea ports to close in protest at what they say is the region's lack of political power and poor economic conditions there.
Sudan's civil aviation authority on Tuesday suspended all flights to and from Khartoum's international airport until early Saturday.
Most Internet communication in Sudan had been restored on Tuesday afternoon.
过渡政府发声谴责军方行动
当地时间10月28日上午，苏丹过渡政府发言人办公室发表声明，称苏丹军方对当地抗议民众采取的侵犯行为“构成了战争罪和反人类罪”。
声明中指出，苏丹军方通过关闭机场和航空运输服务，使苏丹与国际隔绝，并阻止苏丹民众使用通信和互联网服务以实施信息封锁，目的是掩盖军方的“罪行”。
声明呼吁苏丹民众组织抗议活动反对军方的接管，并对非洲联盟此前关于暂停苏丹的成员资格并冻结其对非盟所有活动参与权的决定“表示欢迎”；对国际多方谴责苏丹军方行动的立场予以重视；同时申明苏丹武装部队总司令布尔汉除了释放所有在押人员，立即放弃权力外“别无选择”。
苏丹此轮政局动荡始于过渡政府中的军方与过渡政府文官之间分歧加剧。以武装部队总司令布尔汉为首的军方要求改组政府，而部分政府官员则指责军方计划夺取政权，双方支持者在喀土穆举行示威集会。
25日，武装部队总司令布尔汉宣布国家进入紧急状态，并解散主权委员会和政府。苏丹过渡政府总理办公室同日发表声明说，哈姆杜克在其位于喀土穆的居所“遭绑架”。
Sudan's transitional government said that Prime Minister Abdalla Hamdok is still "under siege," rebuffing reports of him "enjoying full freedom" a pure public opinion manipulation by the military leaders.
"We affirm that the Prime Minister, having been completely under siege, has not been able to meet with his political base, nor to speak to the public or media outlets, nor to communicate with the active forces of the revolution or the international community," according to a statement posted on the Facebook page of Sudan's culture and information department.
"Prime Minister, Dr. Abdalla Hamdok, enjoys full freedom are merely false allegations aimed at buying time in order to rearrange their position which is faltering as a result of the pressure by the people and the international community."
The statement also condemned the military leaders for isolating Sudan internationally by closing airports and air transport services, as well as imposing an information blockade through blocking access communication and internet services, as well as committing violations against civilians.
国际社会表示严重关切
对于苏丹国内的动乱形势，国际社会表达严重关切。中国驻苏丹大使馆于当地时间27日晚间再次发布安全提醒。提醒称，据了解，10月30日苏丹首都喀土穆将出现大规模示威游行。近期苏丹局势动荡，不安全因素增加，中国驻苏丹使馆再次提醒旅苏侨胞和在苏中资机构人员务必保持高度警惕，继续停工停产，避免外出，做好安全防范和应急物资储备，保护好自身生命财产安全。如遇突发紧急情况，请第一时间报警并向使馆报告。
目前，苏丹驻美国、比利时、法国、阿联酋等12个国家的大使对苏丹军方25日采取的行动予以谴责，坚决反对苏丹军方行动。
据塔斯社26日报道，俄罗斯总统新闻秘书佩斯科夫当天表示，俄方期待苏丹局势能尽快恢复到符合宪法的范围并呼吁各方保持克制。同时，佩斯科夫强调，苏丹的局势应该由苏丹人民自己处理，俄方希望这一切尽快发生，不造成任何人员伤亡。
德国外长马斯称，如果苏丹的“军事政变”不立即停止，德国将不会在柏林协调的国际义务框架内，为苏丹提供支持。
由于国际社会对该国军方的谴责加剧，联合国安理会稍晚召开紧急闭门会议，商讨如何应对危机。联合国此前已要求“立即释放”哈姆杜克。
此外，欧盟、非洲联盟、阿拉伯联盟也对政变表示谴责。
非洲联盟于26日发表公报表示，已经暂停苏丹参与所有非盟活动，直到恢复文官领导的过渡政府。
世界银行27日宣布，为了回应苏丹军方解散过渡政府的行为，世行已暂停在苏丹所有业务的支付，并停止处理新业务。
欧盟外交与安全政策高级代表博雷利周二发表声明称，由于苏丹军事政变，欧盟可能停止对苏丹提供经济援助。
The Chinese Embassy in Sudan has asked Chinese nationals in the African country to stay on high alert and avoid going out amid report of large scale demonstration to take place on Saturday in capital Khartoum.
It also requested all Chinese-funded institutions in Sudan to continue suspending work and production in response to recent unrest.
Envoys from France, Germany, Norway, UK, the United States, the European Union and the United Nations met with Sudan's Prime Minister Abdalla Hamdok at his residence, the United Nations Integrated Transition Assistance Mission Sudan (UNITAMS) wrote on Twitter on Wednesday.
Members of the United Nations Security Council on Wednesday denounced the Sudanese military's takeover, which on Monday triggered demonstrations in the capital of Khartoum and concerns among the international community. Parfait Onanga-Anyanga, the UN secretary-general's special envoy for the Horn of Africa, warned the unrest could spill over beyond Sudan's borders.
The European Union, the African Union and the African League have all expressed concern.
